The Far East Hectare program – is one of the leading strategic social initiatives of the Government of the Russian Federation – is developed at the request of the President of the Russian Federation by the Ministry for the Development of the Russian Far East. The program grants to citizens of Russia the right free of charge to take in use a ground of 1 hectare in the Far East.

Who can receive the Far East hectare: only citizens of the Russian Federation, including, living beyond her limits. The main thing that the person had the Russian citizenship.

The law hasn't provided age restrictions, so the Russian of any age can receive the hectare. It opens an opportunity to receive sites at the rate of 1 hectare on the person for families with children. For example, the family of three people can apply for three hectares: the husband and the wife submit applications for the earth for themselves and for the child, thus receiving the site of the bigger size. Besides, the law allows collective receiving sites, for example, for joint business. Collective applications are accepted from groups to 10 people.

When have begun to distribute the earth: the law "About Features of Granting the land plots to citizens in the Far eastern federal district" adopted in April, 2016 is implemented in three stages. Within the first stage from 01.06.2016 only inhabitants of one of nine subjects of the Far East and only in one area chosen by the authorities of their region as pilot could give the application for receiving the earth. For example, in Primorye it was Hankaysky district, in the Amur region — Arkharinsky, on Kamchatka — Ust-Bolsheretsky, etc.

At the second stage which started from 01.10.2016 the exclusive right to submit applications for hectare have only Far Easterners, but they could take the earth already within all subject in which are registered. That is for Primorians all Primorsky Krai, became available to Kamchadals — all Kamchatka, etc.

From 01.02.2017 the right to 1 hectare of the earth in any region of any subject of the Far East was acquired by all Russian citizens. According to the law, will distribute the earth till 2035

What can be done on this hectare: everything that isn't forbidden by the Russian laws. On the site it is possible to build the house and to live or have a rest most, and it is possible to do business. For this purpose it is necessary:

1. To be registered on the portal of state services;

2. To activate the account in any multipurpose center (MPC);

2. To enter a private office on the website НаДальнийВосток.рф by means of the login and password which is given out at registration;

3. To draw borders of future land plot on the public cadastral map with the help of instruments of service;

4. To check the electronic statement, to unpack it, to sign, scan and send together with the copy of the passport (the homepage and the page with registration) via the website НаДальнийвосток.рф. In a week the authorized body will have to check whether there are bases for refusal in granting the site. If they are absent, will register the site created by you, will issue the order about his transfer to free use and will send you the contract to a private office;

5. To sign the contract of free use by the land plot within 30 days after obtaining the draft agreement.

Whether can refuse to me receiving the earth and why: the law has defined the list of the reasons for which can refuse to you granting lands. The address can be rejected if you specify about yourself false information, you will forget to attach accompanying documents to the application or you will choose the lands which are already occupied by the natural or legal entities protected by natural zones, municipalities or the Ministry of Defence.
