The work results in the 1-st half of 2018 are summed up in the Ministry of Land and Property of the Republic of Tatarstan
Today under the chairmanship of the minister Azat Hamayev the meeting of board of the Ministry of land and property of the Republic of Tatarstan "About work results of the Ministry of land and property of the Republic of Tatarstan and Chambers (Managements, Committee) of the property and land of municipal districts of the Republic of Tatarstan in the 1-st half of 2018" has taken place in the Ministry of land and property of the Republic of Tatarstan.
2 billion 831 million rubles have come to the consolidated budget in 6 months of 2018 from management of the state and municipal property. 236 million rubles have come to the republican budget. The deputy minister Rustem Shameev has reported about it. In comparison with the same period of last year non-tax income has grown by 26 million rubles. At the same time in their structure 85% are renewable sources. Following the results of 2017 all operating state unitary enterprises have got profit.
Total amount of income of local budgets of the Republic of Tatarstan was 2 billion 595 million rubles – that makes 63% of the annual plan. It is received income for 311 million rubles more, than for the same period of 2017. In the majority of areas semi-annual plans are implemented, except for 11 municipal districts.
Now for rendering the methodological help to municipal units, increase in effective management of municipal property and the land plots, decrease in corruption risks active work within Agreements on interaction of the Ministry with municipal units of the Republic of Tatarstan is continued.
So, during operation of Agreements since April, 2014 for consideration more than 14 thousand transactions with municipal property and the land plots which are at the disposal of municipal units have come to the Ministry, at the same time a considerable part of documents according to transactions didn't conform to requirements.
About results of work on agreements on interaction with municipal units of the Republic of Tatarstan regarding the analysis of appraisal reports of municipal property the deputy minister Edik Diyarov has acted. In the current year the Ministry has reconsidered the reporting forms provided by municipalities within Agreements, a part of forms is excluded, in a number of forms the volume of required information is reduced. Nevertheless requests both from the federal center, and from the leaders of the republic which demand providing information on municipal property regularly come to the Ministry. For execution of these instructions by the Ministry inquiries to municipal units with the indication of terms of submission of information which often aren't observed are sent.
One of reserves of increase in receipts in municipal budgets by expansion of taxable base is an identification of real estate objects and the land plots on which there are no registered rights. The head of state budgetary institution "Center of the state cadastral appraisal" Lena Hamzina in the report has told that now for expansion of taxable base as the pilot project work on inventory of real estate objects and the land plots for which there are no registered rights, in the territory of Vysokogorsky, Verkhneuslonsky and Alekseevsky municipal districts are carried out. The inventory technique developed during these actions will be extended to territories of all republic.
The deputy minister Rustem Merzakreev has reported on a condition of work and problems on statement on the cadastral registration of borders of municipal units and settlements of the Republic of Tatarstan. In the Republic of Tatarstan works on statement on the cadastral registration of borders of settlements, municipal units and the Republic of Tatarstan and also territorial zones aren't complete. Now Unified state register of the real estate contain data on borders of 950 of 956 municipal units and also data on borders of 397 of 3118 settlements of the Republic of Tatarstan.
As he has noted, in connection with come into force from January 11, 2018 the changes in the Town-planning code made by the Federal law No. 507-FZ according to which the annex to the master plan are data on borders of settlements, all master plans developed till January 11, 2018 are subject to adjustment.
Problems on free granting the land plots to the citizens having three and more children have also been discussed at the meeting of board. In total in the municipal districts of the Republic of Tatarstan, Kazan and the city of Naberezhnye Chelny it is provided 30947 land plots in common ownership of the families having three and more children. There is relevant a question of a lack of the land plots for granting to large families, first of all in Kazan and Naberezhnye Chelny. In a performance the head of department of the Ministry Guzel Mindubayeva also it has been noted that in 27 municipal districts insufficiently high rate of granting the land plots to large families.
