The regular meeting on the maintenance and protection of cemeteries was held in videoconference mode
11/08/2019 a video conference chaired by First Deputy Minister Artur Galiev on the maintenance and protection of cemeteries with the participation of the Assistant of the President of the Republic of Tatarstan Rustem Merzakreev and representatives of the Office of Federal service of state registration, cadastre and cartography in the Republic of Tatarstan, a branch of the Federal Cadastral Chamber of Federal service of state registration, cadastre and cartography in the Republic of Tatarstan, The Association “Council of Municipalities of the Republic of Tatarstan”, municipal areas of the Republic of Tatarstan, on the issue of land registration on which burial places are located was held in the Ministry of Land and Property of the Republic of Tatarstan
According to the order of the President of the Republic of Tatarstan R.N.Minnikhanov, local authorities were instructed to register and bring into the appropriate category land under cemeteries.
There are 3 831 cemeteries in the Republic of Tatarstan, of which:
- executed - 1,747;
- partially completed - 276;
- not executed - 1808.
Most cemeteries are located on agricultural land.
In order to bring the use of such lands in accordance with the legislation, it is necessary:
- carry out cadastral work on land surveying, formation and registration of cadastral land plots provided for the placement of cemeteries as industrial and other special purpose land;
- carry out the transfer of the category of land in the land of industry and other special purposes.
For the period from September 10, 2019 to today, by the decisions of the Cabinet of Ministers of the Republic of Tatarstan, 43 plots with a total area of 51.5 hectares were transferred from the category of agricultural land to industrial land. The meeting discussed frequently arising problems when registering plots, a simplified procedure for registering cemeteries, as well as cemeteries located on the lands of the forest fund.
11/05/2019 adopted a resolution of the Cabinet of Ministers of the Republic of Tatarstan No. 1014, which reduced the list of documents required to transfer the category of sites under cemeteries.
It is possible to translate the category of the site according to the following documents:
- application for transfer;
- consent of the owner of the site to transfer the category;
- approval of the Executive Committee on the compliance of the facility with the territorial planning documents (sample forms of these documents will be attached to the minutes of the meeting).
Following the meeting, local governments were given recommendations on the need to complete work on the design of cemeteries before the end of this year.
