Republican meeting of financial, treasury and tax authorities of the Republic of Tatarstan on the results of the execution of the consolidated budget of the Republic of Tatarstan for the first half of 2020 and tasks until the end of 2020
Today, Artur Galiev, First Deputy Minister of Land and Property of the Republic of Tatarstan, took part in a meeting of financial, treasury and tax authorities on the results of the execution of the consolidated budget of the Republic of Tatarstan for the 1st half of 2020 and tasks for 2020.
The meeting was held at the Government House of the Republic of Tatarstan under the chairmanship of the President of the Republic of Tatarstan Rustam Minnikhanov. It was attended by the Chairman of the State Council of the Republic of Tatarstan Farid Mukhametshin, Prime Minister of the Republic of Tatarstan Alexey Pesoshin, representatives of ministries and departments of the republic. Also, representatives of large, economically and socially significant (backbone) organizations, enterprises with a state share of the Republic of Tatarstan took part in the meeting in the videoconference mode in the building of the Ministry of Land Property of the Republic of Tatarstan.
As Rustam Minnikhanov noted, summing up the results of the meeting, it is important to continue to coordinate the work of all departments for unconditional collection of debts to the budget. All state and municipal bodies, territorial divisions of federal services, and enterprises should be involved in working with debtors.
So, the bailiff service needs to intensify work with citizens, continue joint raids with the traffic police, in addition, we should continue to inform the population about the tax arrears in the offices of the migration service, traffic police, post office, multifunctional centers, bureau of technical inventory and other institutions.
The tax service, together with law enforcement agencies and the prosecutor's office, needs to intensify work to find the owners of bankrupt enterprises and collect debts from them
According to Tatarstanstat, over 5 months of this year, more than 30% of enterprises worked with a loss. According to Rustam Minnikhanov, it is important to continue the activities of the sectoral balance commissions under the ministries, to analyze financial results, including the development of directions for their improvement.
Rustam Minnikhanov proposed to pay special attention to the heads of municipalities, together with the tax authorities and the Ministry of Finance of the Republic of Tatarstan, to the land tax. According to him, in 26 districts of the republic, a decrease in payments was allowed, in all of them there are arrears.
“It is necessary to analyze the situation, take all measures to bring taxes to the budget,” he said. - Also in 22 municipalities there was an increase in arrears of rent payments for municipal land and property. I ask the districts to ensure the efficient use of property and land. "

The results of the execution of the consolidated budget of the Republic of Tatarstan for the 1st half of 2020 and the tasks of the bodies of the financial system of the Republic of Tatarstan until the end of 2020 were reported by the Minister of Finance of the Republic of Tatarstan Radik Gayzatullin. Thus, for 6 months of this year, the consolidated budget of the Republic of Tatarstan received 105.2 billion rubles of tax and non-tax revenues, which is 31.6 billion rubles less than the same level of the previous year, or 23%. The republic's budget received 84.7 billion rubles in tax and non-tax revenues, which is 30 billion rubles less than the same level last year (or 26%).
The main factor in the decline in budget revenues of the republic is a sharp decline in income tax revenues. For 6 months, he received 24.7 billion rubles, with a decrease of 25.2 billion rubles.
At the end of the 1st half of 2020, large enterprises paid 10.0 billion rubles to the budget of the Republic of Tatarstan, which is less than the level of the 1st half of 2019 by 21.5 billion rubles.
Excise taxes were transferred to the consolidated budget in the amount of 16.9 billion rubles, and to the budget of the republic - 16.5 billion rubles.
Personal income tax, which is especially significant for budgets of all levels, was transferred to the consolidated budget of the republic in the amount of 34.9 billion rubles, including 24.0 billion rubles to the budget of the republic, 10.9 billion rubles to local budgets.
The volume of revenues to local budgets as a whole amounted to 20.5 billion rubles, with a lag of 1.6 billion rubles (or 7%).
Land tax was received in the amount of 3.5 billion rubles with a decrease compared to the same period last year by 276 million rubles (or 7%).
Taxes on total income were received in the amount of 2.4 billion rubles, which is 12% lower than last year's receipts.
Despite the limited budgetary funds, local budgets are fully provided with interbudgetary transfers, this is 31.5 billion rubles.
The introduction of a regime for financing only priority expenditures made it possible to ensure timely payment of wages, all social benefits, and current expenses of budgetary institutions were paid. As a result, the expenditures of the consolidated budget as of July 1 amounted to 164 billion rubles with the implementation of the plan by 44%, the budget of the republic - 145.5 billion rubles.
This year in the Republic of Tatarstan, measures continued to implement the "May" Decrees in terms of regulating the level of wages. According to the results of the 1st half of 2020, the tasks have been completed, said the head of the Ministry of Finance of the Republic of Tatarstan Radik Gaizatullin.
