The head of the Ministry of Land Property of the Republic of Tatarstan reported on the cadastral registration of the borders of the Republic of Tatarstan

Fanil Agliullin, Minister of Land and Property of the Republic of Tatarstan, spoke about the work carried out in 2020 on registering the borders of the Republic of Tatarstan, settlements and territorial zones at a meeting in the Government House of the Republic of Tatarstan.

The meeting was held via videoconference with all municipalities by the President of the Republic of Tatarstan Rustam Minnikhanov. The meeting was attended by the Prime Minister of Tatarstan Alexey Pesoshin.

In accordance with the Land and Urban Development Codes, the boundaries of settlements are established by master plans of municipalities, and information about the boundaries of settlements from January 2018 is a mandatory annex to master plans.

At the beginning of this year, the Unified State Register of Real Estate contained information about the boundaries of 605 (19%) settlements out of 3119. Today, their number has increased to 834 (27%). In the context of general plans, it looks like this.

The borders of all settlements, which are part of 214 out of 930 municipalities, have been cadastralized. Various performers are working on master plans for 302 settlements, the implementation of which will ensure the cadastral registration of the borders of more than 1,000 settlements. At the moment, it is necessary to develop master plans for 397 municipalities and, accordingly, put more than 1200 settlements on the cadastral register.

At the end of the current year, information on the boundaries of territorial zones of 5 municipalities was entered into the Unified State Register of Real Estate, although more than 100 rules have been approved since the beginning of 2018. Various performers are working on the rules for land use and development of 135 municipalities. At the moment, it is necessary to develop rules for land use and development of 773 municipalities.

At the moment, 9 developers are participating in the development of the Rules.

As Fanil Agliullin noted, one of the main reasons for delaying measures to enter information about the borders in the Unified State Register of Real Estate is the lack of mandatory requirements for the formation of relevant materials in contracts and technical specifications for the development of urban planning documentation.

The head of the Ministry of Land Property of the Republic of Tatarstan drew special attention to the need to control the quality of the materials being developed and to timely send information about the borders to the Cadastral Chamber. And he recalled that in accordance with the current legislation, documents are sent to the cadastral registration authority within five working days from the date of approval of master plans and rules for land use and development.

In his speech, the minister also spoke about the work on the inventory of territorial planning documents in cooperation with local authorities. He noted that the main focus is on finding potential investors interested in developing master plans and rules for land use and development.

With the authorized representatives of each municipal district, with the participation of chief architects, meetings were held weekly in order to analyze the current state of urban planning activities, coordinate work with potential investors and organize the implementation of schedules for entering information on the boundaries of settlements and territorial zones in municipalities into the Unified State Register of Real Estate. formations of the Republic of Tatarstan.

Fanil Agliullin also listed a number of documents developed with the Spatial Data Foundation, which will ensure the standardization of the development and approval of territorial planning and urban zoning documents. Namely:

1. Methodical recommendations for the development of draft master plans for settlements of municipal districts of the Republic of Tatarstan, which determines the optimal composition, content of projects and materials for their justification and criteria for checking draft master plans, territorial planning schemes, land use and development rules, as well as planning projects for the territory of municipalities for compliance with the Federal Laws of the Russian Federation in the field of urban planning.

2. Guidelines for the development of rules for land use and development of settlements in municipal districts of the Republic of Tatarstan.

One of the main functions of the Methodological Recommendations is to establish the uniformity of the names of territorial zones and the corresponding lists of types of permitted use of land plots.

3. Methodological recommendations on the procedure for actions of local governments in the development and approval of documents for territorial planning and urban planning zoning.

4. Draft resolution of the Cabinet of Ministers "On the requirements for cartographic materials, which is an appendix to the normative acts of the Republic of Tatarstan.»

The decree regulates the choice of coordinate systems and map scales. It is recommended to apply these developments not only in relation to regulatory documents containing cartographic materials, but also in relation to territorial planning schemes, master plans and rules for land use and development of municipalities.

The development of the above documents will ensure the uniformity and homogeneity of products, and will also become the foundation for the digitalization of urban planning activities.

Fanil Agliullin in his speech dwelled on personnel issues. He stressed that in order to increase the level of competence of municipal officials responsible for the development of urban planning documentation, a series of educational seminars in the field of architecture and urban planning were held. The program allows you to speed up the process and improve the quality of the development of master plans and rules for land use and development, and also provides an exchange of experience in the use of information resources in the field of urban planning.

A similar training is planned for February 2021.

It also periodically analyzes the staff of authorized representatives for urban planning activities in municipal districts. There are several problems: half of the responsible employees are not certified specialists in the field of architecture and urban planning, staff turnover. Most of the specialists have less than one year of experience in this position.

Further, the minister spoke about the establishment of the border of the Republic of Tatarstan. The total length of the border of the Republic of Tatarstan is about 3.5 thousand kilometers. Over 550 problem areas were initially identified during the demarcation work.

Together with the Spatial Data Foundation, a number of basic documents have been developed to establish the border of the republic. In particular, the coordinates of the nodal points of the border of Tatarstan and all neighboring subjects of the Russian Federation have been agreed. Joint measures were taken with the Kirov region, the Republic of Udmurtia and the Republic of Mari El to secure the border nodes on the ground.

In addition, a draft Agreement on the establishment of the border between Tatarstan and the Orenburg region has been developed. Currently, the process of agreeing this document with colleagues from the Orenburg region is underway.

To date, the most developed borders are with the Orenburg region and the Chuvash Republic. At the meetings of the working groups of the Republic of Tatarstan, the Chuvash Republic, the Orenburg region, all controversial issues were removed and working projects for crossing the borders were approved.

The work on the coordination of border projects with the Republic of Mari El and with the Samara region is close to the final stage. The second stage of the exchange of border options with the executors of the works of the Udmurt Republic was carried out.

Drafts of the border of Tatarstan with the Ulyanovsk region and the Republic of Bashkortostan were prepared and discussed at joint meetings of the working groups.

It should be emphasized that in the Orenburg and Ulyanovsk regions, in the Republics of Mari El and Bashkortostan, the executor of work on the establishment of boundaries has not yet been determined, in this regard, the design work is carried out by the Foundation for Spatial Data of the Republic.

It should be noted that recommendations were received from Rosreestr concerning the examination of land management documentation to describe the boundaries between the constituent entities of the Russian Federation.

In particular, in order to correct possible errors, it is proposed to consider the initial land management cases for all border land plots, which significantly delays the process of examination of land management documentation.

To date, the most developed borders are with the Orenburg and Samara regions, the Republics of Chuvashia and Mari-El. Border projects with the indicated entities are in their final stages.

The first stage of negotiations was held with the Ulyanovsk region to discuss the draft border.

With the Kirov region The draft border is under consideration in the Kirov region. The most pressing issue is the enclaves of the Republic of Tatarstan in the Kirov region. The search for archival documents of title and cartographic materials is being conducted on these territories.

Two stages of border negotiations were held with the Republic of Udmurtia. The border project is under consideration in Udmurtia. The most difficult areas are near the town of Agryz and the settlement of Lubyany.

With the Republic of Bashkortostan - the project was prepared and sent to colleagues for consideration.
