The head of the Ministry of Land Property of the Republic of Tatarstan reported on the progress of work on entering information on the boundaries of settlements into the United state register of real estate

The Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin reported on the progress of work on entering information about the boundaries of settlements into the Unified State Register of Real Estate.

President of Tatarstan Rustam Minnikhanov held a videoconference meeting with all municipal districts. The meeting was attended by the Prime Minister of the Republic of Tatarstan Alexey Pesoshin.

To date, the Unified State Register of Real Estate contains information about the boundaries of 949 out of 3119 (30%) settlements. As Fanil Agliullin noted, the borders of all settlements, which are part of 244 out of 913 municipalities, have been cadastralized. Various executors have master plans for 278 settlements in their work, the implementation of which will ensure the cadastral registration of the borders of over 920 settlements. Thus, it is necessary to develop master plans for about 390 municipalities and, accordingly, put more than 1200 settlements on the cadastral register.

Since 2018, the general plans of settlements (235 master plan) have established the boundaries of about 800 settlements, but about 560 settlements have been cadastralized. The minister also stressed that the completion of work on the approval of documents for territorial planning and urban planning zoning is the entry of information on the boundaries of settlements and territorial zones in the Unified State Register of Real Estate.

Fanil Agliullin drew attention to the need to complete work to bring the charters of municipal districts on the issue of territorial planning and town planning zoning in line with urban planning legislation. He recalled that in accordance with the decision made in the republic, the approval of general plans and rules for land use and development of settlements should be assigned to the Council of the municipal district.

In his speech, the head of the Ministry of Land Property of the Republic of Tatarstan also spoke about the establishment of the border of Tatarstan. The total length of the republic's border is about 3,500 kilometers. Over 570 problem areas were initially identified during the demarcation work. As of today, 85% of them have been resolved controversial issues.

On the borders with the Orenburg region and the Chuvash Republic at joint meetings of the working groups, working projects for the passage of the borders were approved. Draft Border Agreements are at the stage of approval. Close to the final stage of work on the approval of border projects with the Republic of Mari El, the Republic of Bashkortostan, with the Ulyanovsk and Samara regions.

The coordination of the project on the main part of the border with the Kirov Region is progressing well. However, the approval of our inter-lane sections runs into the categorical position of the Kirov region, which refuses to recognize the legality of their existence.

Along the border with the Udmurt Republic, today only a section of the border near the town of Agryz is in the active phase of coordination. Unfortunately, for the rest of the border, the project has been under consideration in Udmurtia in a frozen state for more than six months due to the absence of a contractor on their part.

Fanil Agliullin emphasized that in the Orenburg and Ulyanovsk regions, in the Republics of Mari El and Bashkortostan, the executor of work on the establishment of boundaries has not yet been determined, in this regard, all design work is carried out by the Spatial Data Fund of the Republic of Tatarstan.
